The Human Rights Review Panel (the Panel) held its 59^th session in Pristina from 2 to 5 June 2026.

During the session, the Panel considered three cases:

1. Case No. 2011-20 X and 115 other complainants against EULEX. On 2 June, the Panel adopted the sixth decision on the implementation of its recommendations in this case. The Panel considered the Head of Mission’s letters since the fifth follow-up decision in August 2022 and noted that no further efforts to implement its recommendations could reasonably be expected from EULEX. Therefore, the Panel declared that the Head of Mission of EULEX had only partially implemented the Panel’s recommendations and decided to close the examination of the case.

2. Case No. 2025-02 Magbule Kelmendi against EULEX. On 5 June, the Panel declared the case inadmissible because it fell outside the scope of its jurisdiction.

3. Case No. 2025-03 Agim Zeka and Derjana Zeka against EULEX. On 5 June, the Panel declared the case inadmissible because it fell outside the scope of its jurisdiction.

On 2 June 2026, the Panel also amended its Rules of Procedure to align with the revised EULEX Kosovo Operation Plan.

Moreover, on 3 June 2026, the Panel met with the Head of Mission of EULEX Kosovo, Mr Giovanni Pietro Barbano.

The Human Rights Review Panel (the Panel) for EULEX Kosovo, as an independent accountability mechanism for alleged violations of human rights, reviews complaints from any person claiming to be a victim of such violations by EULEX Kosovo in the conduct of its executive mandate. The Panel is not a judicial or disciplinary body. It will solely determine whether a violation of human rights occurred and make recommendations for remedial action. Such action does not include monetary compensation. The Panel is independent in the exercise of its functions, which it performs with impartiality and integrity.
