Media Alert - Outreach Campaign – North Mitrovicë/Mitrovica

Representatives of the media are kindly invited to attend at a meeting of the Human Rights Review Panel (the Panel) with human rights NGOs and civil society representatives at the Centre for Civil Society, OSCE Building, North Mitrovicë/Mitrovica at 1100 hours on Thursday, 11 November, 2010.

The Panel was established by the European Union to review allegations of human rights violations by EULEX in the conduct of its executive mandate. It discharges its functions as an independent, external, accountability mechanism with impartiality, integrity and transparency.

The Panel has been engaged in an outreach campaign to brief the Kosovo public at large on its mandate and functions for quite some time and plans to commence its campaign in North Mitrovicë/Mitrovica on 11 November.

The information campaign includes, inter alia, meetings with human rights NGOs and civil society organisations, the dissemination of information leaflets and posters as well as interviews with TV, radio, and newspaper reporters.

The Panel will be represented at the meeting by Mr. Francesco Florit, Panel member and Ms. Gabrielle Gaube, substitute Panel member. Mr. John J Ryan, Senior Legal Officer and Ms. Leena Leikas, Legal Officer, Panel Secretariat will also be in attendance.

The Human Rights Review Panel (HRRP) for EULEX Kosovo, as an independent accountability mechanism for alleged violations of human rights, will review complaints from any person claiming to be the victim of human rights violations by EULEX Kosovo in the conduct of its executive mandate. The HRRP is not a judicial or disciplinary body. The mechanism will solely look into whether a violation of human rights occurred or not and formulate recommendations for remedial action. The HRRP is independent in the exercise of its functions which it will perform with impartiality and integrity.
