Human Rights Review Panel

The Human Rights Review Panel (Panel) held its third regular session in Prishtinë/Priština from 13 to 15 September 2010.

The Panel noted the (13) thirteen complaints which have been filed and registered with the Secretariat in recent weeks and the Presiding member assigned these complaints to Rapporteurs. The Panel examined (4) four of the complaints which it declared to be inadmissible.  The decisions on these cases have been transmitted to the complainants as well as the Head of Mission and are published on the Panel’s website.

The Panel continued with its ongoing information campaign through meetings with Professor Dr. Haki Demolli, Minister of Justice and the  Executive Director of the Kosovo Law Centre. Meetings were also held with KFOR legal officers, as well as legal, human rights and community rights representatives from the International Civilian Office and the Office of the European Union Special Representative.

The Panel also held a press conference on its mandate and activities to date which was recorded for distribution by Kosovo TV 21 and the Albanian Top Channel TV.

The incoming EULEX Kosovo Chief of Staff, accompanied by the Acting Head of the Human Rights and Gender Office paid a courtesy visit to the Panel in its premises on 14 September, 2010.

The next session of the Panel is scheduled in Prishtinë/Priština from 22 to 26 November, 2010.

Notes to the editor;

The Human Rights Review Panel (HRRP) for EULEX Kosovo, as an independent accountability mechanism for alleged violations of human rights, will review complaints from any person claiming to be the victim of human rights violations by EULEX Kosovo in the conduct of its executive mandate. The HRRP is not a judicial or disciplinary body. The mechanism will solely look into whether a violation of human rights occurred or not and formulate recommendations for remedial action. The HRRP is independent in the exercise of its functions which it will perform with impartiality and integrity.
